Reinstall wmdc windows 7

I have installed these: 1. VS 2. WMDC 6. I have tried the many different things that have sometimes worked for others without success. The phone does not show up in any way in the Device Manager and I do not see Mobile Devices anywhere.
So in order to get my contacts back on my phone, I made a copy of them on my Windows 7 64 bit laptop and copied the file to my "Windows Vista 32 bit machine. I had not made any changes to the phone or Windows 7 laptop. Hopefully it'll still work the next time I've tried hunting through this forum, but have yet to find a solution to this problem.
Trying to hook up a Samsung SCH-i I double click the installer, the bar indicates it's installing, then the bar reverses uninstalls? Have also tried with "Enable advanced network functionality" on the phone both checked and unchecked. Any suggestions? This thread is locked. If WMDC was only partially installed, it may cause complications when trying to uninstall it. If it is not successfully uninstalled, it will also cause issues after re-install.
Good copies of the installer are available under the bit and bit links on Windows Mobile Device Center ActiveSync. And where would i check for that? Also is this on all of ur win7 machines or just one specifically? And do you have an xp machine you can try with activesync rather than wmdc? And this is on all Win 7 pc's that we use these devices on. After this happens, I can not launch WMDC at all, i double click and nothing happens, and it is not in control panels at all.
I've even tried uninstalling, removing the windows mobile folder from the windows folder on the pc, unplugging from network, rebooting and trying to reinstall from flash drive, with no luck. If anyone can think of something that might be blocking the service or app coming from the network or a server, please tell me where to look.
